Mr. Richardson joined HL Development Services Group in 2001 and has been responsible for the construction of over 1 million square feet of office, retail, industrial and residential development in Hampton Roads.   He has also assumed a Master Development Planner role with various cities and is regarded an expert in leading public/private development team efforts.   

Mr. Richardson served as the Design and Construction Manager for the Norfolk Redevelopment and Housing Authority for thirty years and was responsible for the procuring and administration of master planning, the design of buildings and infrastructure, and construction of many high profile projects throughout Norfolk
